Turkey's Personal Data Protection Law No. 6698 (KVKK) is enforced by the Personal Data Protection Authority, and cross-border transfers depend on statutory safeguards such as adequacy, appropriate safeguards or binding corporate rules. Banking and fintech, e-commerce, manufacturing, telecoms and public services are the largest adopters. Turkish-language quality is essential for customer-facing use cases.

For Turkey, the practical test is whether prompts, completions, embeddings and logs stay inside the required jurisdiction, whether local administrators can operate and patch the stack, and whether the evidence survives a regulator's review.
